Maybe I have an explanation for that:
I don't think that this actually means that there are more boxes running
RH9 than FC1. But there are much more apt and yum repositories and
mirrors of those repositories available for FC1 than for RH9. Maybe the
FC1 users are simply spread over a larger number of download-servers?

I think that following fedora legacy's policy would perfectly make
sense. (Though saying this hurts because I'm still running some FC1
boxes. ;))
Once Fedory Legacy's security updates are not provided anymore people
should upgrade anyway so I think this would be a good time to let ATrpms
support fade out.
