Yes, but the packages are designed to build in any environment
satisfying the build dependencies. This can be a chroot environment as
populated by moch/mach/dar or even simply smart/apt/yum (I'm using
apt).

Yes, you can do that in any chroot manager as long as there is kernel
support (which for any x86_64 Fedora/RHEL exists).
