I have added perl(Text::Kakasi) as a build dependency and fixed
perl-Text-Kakasi to pull in kakasi-dict.

I also enabled XML::LibXML for almost all distributions (not for RH73,
it's perl is too old) for supporting the swedish grabber. This in turn
revealed packaging bugs in XML::SAX and so on, it kept me quite busy
... :/

So for RH80 upwards Japanese and Swedish grabbers are in xmltv, for
RH7.3 only Japanese.
